董事长朱书成对集团标办下步工作开展提出要求

   12月3日下(xia)(xia)午(wu)3:00,董(dong)事长朱(zhu)书(shu)成(cheng)在(zai)办(ban)公(gong)室(shi)主(zhu)持召(zhao)开专题会议,对(dui)集(ji)(ji)团(tuan)标(biao)(biao)办(ban)下(xia)(xia)步工(gong)(gong)作开展提出要求,参加(jia)会议的人员有:黄国强、刘(liu)书(shu)良(liang)、赵(zhao)阳。在(zai)听取(qu)了集(ji)(ji)团(tuan)标(biao)(biao)办(ban)对(dui)职责调(diao)整后的下(xia)(xia)步工(gong)(gong)作开展规划,结合(he)当(dang)前集(ji)(ji)团(tuan)经营(ying)发(fa)展之(zhi)需(xu)和所存在(zai)的主(zhu)要管理(li)问题,朱(zhu)书(shu)成(cheng)提出如(ru)下(xia)(xia)要求:

一(yi)是廓清(qing)生(sheng)产经营(ying)管理(li)职责与权限
任命黄国(guo)强为(wei)集(ji)团(tuan)标办(ban)(ban)总(zong)(zong)监,刘(liu)书(shu)良为(wei)集(ji)团(tuan)标办(ban)(ban)副(fu)总(zong)(zong)监;集(ji)团(tuan)标办(ban)(ban)下设标准化处(chu)和生(sheng)产管理处(chu)。
朱书(shu)成指出,在生(sheng)(sheng)(sheng)(sheng)(sheng)产(chan)(chan)经(jing)(jing)(jing)(jing)(jing)营(ying)(ying)(ying)(ying)管(guan)理(li)(li)上集团(tuan)标(biao)办肩负(fu)以下五项(xiang)(xiang)职责:一是制度(du)(du)管(guan)理(li)(li)。要(yao)建立(li)集团(tuan)生(sheng)(sheng)(sheng)(sheng)(sheng)产(chan)(chan)经(jing)(jing)(jing)(jing)(jing)营(ying)(ying)(ying)(ying)管(guan)理(li)(li)制度(du)(du),监(jian)督(du)各(ge)项(xiang)(xiang)生(sheng)(sheng)(sheng)(sheng)(sheng)产(chan)(chan)经(jing)(jing)(jing)(jing)(jing)营(ying)(ying)(ying)(ying)管(guan)理(li)(li)制度(du)(du)在各(ge)事业(ye)部(bu)(bu)/子(zi)公(gong)司(si)(生(sheng)(sheng)(sheng)(sheng)(sheng)产(chan)(chan)经(jing)(jing)(jing)(jing)(jing)营(ying)(ying)(ying)(ying)单(dan)位(wei))的执(zhi)行(xing)(xing);二是计划(hua)(hua)管(guan)理(li)(li)。要(yao)组(zu)织(zhi)各(ge)事业(ye)部(bu)(bu)/子(zi)公(gong)司(si)(生(sheng)(sheng)(sheng)(sheng)(sheng)产(chan)(chan)经(jing)(jing)(jing)(jing)(jing)营(ying)(ying)(ying)(ying)单(dan)位(wei))制定年(nian)度(du)(du)、季(ji)度(du)(du)和月度(du)(du)生(sheng)(sheng)(sheng)(sheng)(sheng)产(chan)(chan)经(jing)(jing)(jing)(jing)(jing)营(ying)(ying)(ying)(ying)计划(hua)(hua),并(bing)对(dui)生(sheng)(sheng)(sheng)(sheng)(sheng)产(chan)(chan)经(jing)(jing)(jing)(jing)(jing)营(ying)(ying)(ying)(ying)计划(hua)(hua)进行(xing)(xing)审核(he);三是生(sheng)(sheng)(sheng)(sheng)(sheng)产(chan)(chan)经(jing)(jing)(jing)(jing)(jing)营(ying)(ying)(ying)(ying)分(fen)析。要(yao)组(zu)织(zhi)举(ju)行(xing)(xing)集团(tuan)层(ceng)面年(nian)度(du)(du)/月度(du)(du)生(sheng)(sheng)(sheng)(sheng)(sheng)产(chan)(chan)经(jing)(jing)(jing)(jing)(jing)营(ying)(ying)(ying)(ying)分(fen)析会议(yi)(yi)和生(sheng)(sheng)(sheng)(sheng)(sheng)产(chan)(chan)经(jing)(jing)(jing)(jing)(jing)营(ying)(ying)(ying)(ying)专题(ti)(ti)会议(yi)(yi),参与各(ge)事业(ye)部(bu)(bu)/子(zi)公(gong)司(si)(生(sheng)(sheng)(sheng)(sheng)(sheng)产(chan)(chan)经(jing)(jing)(jing)(jing)(jing)营(ying)(ying)(ying)(ying)单(dan)位(wei))周、月度(du)(du)、年(nian)度(du)(du)生(sheng)(sheng)(sheng)(sheng)(sheng)产(chan)(chan)经(jing)(jing)(jing)(jing)(jing)营(ying)(ying)(ying)(ying)分(fen)析会议(yi)(yi)及生(sheng)(sheng)(sheng)(sheng)(sheng)产(chan)(chan)经(jing)(jing)(jing)(jing)(jing)营(ying)(ying)(ying)(ying)专题(ti)(ti)会议(yi)(yi),发现(xian)并(bing)及时组(zu)织(zhi)事业(ye)部(bu)(bu)/子(zi)公(gong)司(si)(生(sheng)(sheng)(sheng)(sheng)(sheng)产(chan)(chan)经(jing)(jing)(jing)(jing)(jing)营(ying)(ying)(ying)(ying)单(dan)位(wei))解(jie)决生(sheng)(sheng)(sheng)(sheng)(sheng)产(chan)(chan)经(jing)(jing)(jing)(jing)(jing)营(ying)(ying)(ying)(ying)过(guo)程(cheng)中(zhong)的问题(ti)(ti);四是统筹(chou)推进。要(yao)统筹(chou)生(sheng)(sheng)(sheng)(sheng)(sheng)产(chan)(chan)经(jing)(jing)(jing)(jing)(jing)营(ying)(ying)(ying)(ying)管(guan)理(li)(li)中(zhong)降本(ben)增效等重点专项(xiang)(xiang)工作(zuo),解(jie)决生(sheng)(sheng)(sheng)(sheng)(sheng)产(chan)(chan)经(jing)(jing)(jing)(jing)(jing)营(ying)(ying)(ying)(ying)过(guo)程(cheng)中(zhong)出现(xian)的质量、设备、技(ji)改(gai)、能(neng)源等重大问题(ti)(ti);五是监(jian)督(du)考(kao)核(he)。要(yao)对(dui)各(ge)事业(ye)部(bu)(bu)/子(zi)公(gong)司(si)(生(sheng)(sheng)(sheng)(sheng)(sheng)产(chan)(chan)经(jing)(jing)(jing)(jing)(jing)营(ying)(ying)(ying)(ying)单(dan)位(wei))在生(sheng)(sheng)(sheng)(sheng)(sheng)产(chan)(chan)经(jing)(jing)(jing)(jing)(jing)营(ying)(ying)(ying)(ying)重点工作(zuo)的推进情况进行(xing)(xing)检(jian)查(cha)、监(jian)督(du)和考(kao)核(he)。
朱书(shu)成指(zhi)出,在生(sheng)(sheng)(sheng)(sheng)产(chan)(chan)(chan)(chan)(chan)经(jing)(jing)营管(guan)理上集团标(biao)(biao)办具有(you)(you)以下四项(xiang)权(quan)(quan)力:一是(shi)有(you)(you)权(quan)(quan)组(zu)织和(he)调动集团各(ge)(ge)委(办、中心)、各(ge)(ge)事业(ye)部、子(zi)(zi)公司等与(yu)生(sheng)(sheng)(sheng)(sheng)产(chan)(chan)(chan)(chan)(chan)经(jing)(jing)营相(xiang)关的(de)部门及(ji)资源,全力确保安全生(sheng)(sheng)(sheng)(sheng)产(chan)(chan)(chan)(chan)(chan)、稳定(ding)生(sheng)(sheng)(sheng)(sheng)产(chan)(chan)(chan)(chan)(chan)和(he)高效生(sheng)(sheng)(sheng)(sheng)产(chan)(chan)(chan)(chan)(chan);二是(shi)有(you)(you)权(quan)(quan)在生(sheng)(sheng)(sheng)(sheng)产(chan)(chan)(chan)(chan)(chan)经(jing)(jing)营单(dan)位的(de)薪(xin)酬总额内,提(ti)出针(zhen)对(dui)生(sheng)(sheng)(sheng)(sheng)产(chan)(chan)(chan)(chan)(chan)经(jing)(jing)营的(de)专项(xiang)激励/即时(shi)激励建议(yi);三是(shi)有(you)(you)权(quan)(quan)对(dui)各(ge)(ge)事业(ye)部/子(zi)(zi)公司(生(sheng)(sheng)(sheng)(sheng)产(chan)(chan)(chan)(chan)(chan)经(jing)(jing)营单(dan)位)的(de)生(sheng)(sheng)(sheng)(sheng)产(chan)(chan)(chan)(chan)(chan)经(jing)(jing)营指(zhi)标(biao)(biao)、目标(biao)(biao)值(zhi)提(ti)出建议(yi);四是(shi)有(you)(you)权(quan)(quan)对(dui)各(ge)(ge)事业(ye)部/子(zi)(zi)公司(生(sheng)(sheng)(sheng)(sheng)产(chan)(chan)(chan)(chan)(chan)经(jing)(jing)营单(dan)位)生(sheng)(sheng)(sheng)(sheng)产(chan)(chan)(chan)(chan)(chan)经(jing)(jing)营相(xiang)关人员的(de)调配和(he)任免(mian)提(ti)出建议(yi)。
二(er)是明确工作推进要求
朱书成指出,集团(tuan)标办在(zai)落实生(sheng)(sheng)产(chan)经营(ying)管理职(zhi)责时,要(yao)坚持确(que)保(bao)集团(tuan)各生(sheng)(sheng)产(chan)经营(ying)单(dan)位“满产(chan)顺产(chan)有紧(jin)迫(po)感”这(zhei)个大原则,要(yao)定期召开生(sheng)(sheng)产(chan)经营(ying)分析会,对(dui)生(sheng)(sheng)产(chan)经营(ying)中(zhong)出现(xian)问(wen)题、发生(sheng)(sheng)事故、完不成任(ren)务或不能(neng)经济(ji)运行的原因(yin)进行调(diao)研、分析、追责,并制定整改、整顿、提升措施。总(zong)之(zhi),集团(tuan)标办要(yao)对(dui)全集团(tuan)的生(sheng)(sheng)产(chan)经营(ying)指标负责,要(yao)围(wei)绕效率和效益,促使过程与结(jie)果(guo)的统一。
为发挥(hui)好对生产(chan)(chan)(chan)经(jing)营的监(jian)控(kong)和(he)监(jian)督作用,集(ji)团标办(ban)(ban)要(yao)抓紧下发通知(zhi),要(yao)求(qiu)生产(chan)(chan)(chan)经(jing)营单位上(shang)报(bao)(bao)下年(nian)度(du)的生产(chan)(chan)(chan)经(jing)营任务,而且生产(chan)(chan)(chan)经(jing)营单位要(yao)定期上(shang)报(bao)(bao)生产(chan)(chan)(chan)经(jing)营报(bao)(bao)表和(he)异常信息(xi),建(jian)立(li)信息(xi)上(shang)报(bao)(bao)系统。同时,集(ji)团标办(ban)(ban)要(yao)对生产(chan)(chan)(chan)经(jing)营单位在任务完成上(shang)是否符(fu)合满产(chan)(chan)(chan)顺产(chan)(chan)(chan)这一(yi)要(yao)求(qiu)建(jian)立(li)客观评(ping)价体系。标办(ban)(ban)还要(yao)带动集(ji)团职能(neng)机构优先服务一(yi)线,促使其(qi)往服务、协调、激励、约束这四个方面(mian)转变(bian)。
朱书成指出,集团标办可按(an)生(sheng)(sheng)产一(yi)(yi)线单位(wei)对待,上(shang)下(xia)班时(shi)间要与生(sheng)(sheng)产经营单位(wei)保持一(yi)(yi)致,要经常深入生(sheng)(sheng)产经营一(yi)(yi)线,特(te)别是要增加夜间标准化工作巡查,要发(fa)现(xian)并解决生(sheng)(sheng)产经营一(yi)(yi)线的(de)问(wen)题,生(sheng)(sheng)产不顺(shun)、发(fa)生(sheng)(sheng)事故时(shi)更要亲临(lin)现(xian)场,在帮助(zhu)查摆问(wen)题、解决问(wen)题的(de)同时(shi),要对责任人进行追责。
企业管理不能有(you)任何松懈(xie),整个集团的(de)标准(zhun)(zhun)化(hua)检查排序工作(zuo)必须继续推进,但(dan)为了(le)防止应付(fu)做工,检查工作(zuo)一定(ding)要有(you)的(de)放矢,要把重点放在(zai)生(sheng)产经营上(shang),要关注影(ying)响效率(lv)效益的(de)大问题。另外,针对(dui)执行(xing)标准(zhun)(zhun)化(hua)过程中出现(xian)的(de)特殊问题,集团标办(ban)要进行(xing)调研(yan)并拿出哪些(xie)特殊情况下(xia)可以免(mian)于(yu)处罚(扣分)的(de)制(zhi)度,做到合(he)法、合(he)理、合(he)情。
朱书成强调,集团标(biao)(biao)办要践行“两站一(yi)(yi)(yi)干”,落实(shi)民主(zhu)(zhu)、透明、公平、正义的(de)思想(xiang)基础(chu),坚(jian)守七大(da)(da)底(di)线,实(shi)现标(biao)(biao)准化与(yu)指标(biao)(biao)化的(de)统(tong)一(yi)(yi)(yi),带(dai)领全集团完(wan)成生(sheng)产(chan)经(jing)(jing)营(ying)(ying)任务。在(zai)生(sheng)产(chan)经(jing)(jing)营(ying)(ying)方面,对(dui)集团标(biao)(biao)办的(de)考(kao)核以主(zhu)(zhu)观评价为主(zhu)(zhu),主(zhu)(zhu)要是(shi)两大(da)(da)方面:一(yi)(yi)(yi)是(shi)全集团上(shang)上(shang)下下围绕生(sheng)产(chan)经(jing)(jing)营(ying)(ying)是(shi)紧(jin)紧(jin)张(zhang)(zhang)张(zhang)(zhang)、井然(ran)有序,还是(shi)松(song)松(song)垮(kua)垮(kua)、失误不(bu)断;二是(shi)生(sheng)产(chan)经(jing)(jing)营(ying)(ying)单位是(shi)全员追求(qiu)效益***大(da)(da)化,实(shi)现满产(chan)顺(shun)产(chan),还是(shi)制定一(yi)(yi)(yi)个较(jiao)低的(de)指标(biao)(biao),为下一(yi)(yi)(yi)年(nian)完(wan)成任务打埋伏(fu)、钻空子(zi)。
